A Workshop Manager’s Guide to Remaining Compliant and Avoiding HSE Fines
Under the Control of Substances Hazardous to Health (COSHH) regulations, the UK Health and Safety Executive (HSE) takes a notoriously strict stance on wood dust. It is not just a nuisance that makes your factory floor slippery,it is a categorised hazardous substance linked to occupational asthma and sino-nasal cancer.
If you run a commercial joinery, furniture plant, or timber mill, pleading ignorance to these regulations is no longer a viable defence. Here is exactly what you need to know to keep your workforce safe and your business compliant.
The Magic Number: 3 mg/m³
Under current COSHH guidelines, the Workplace Exposure Limit (WEL) for both hardwood and softwood dust is legally capped at 3 milligrams per cubic metre (3 mg/m³), measured over an 8-hour time-weighted average.
However, hitting this number does not mean you are in the clear. The HSE applies the ALARP principle,meaning exposure must be reduced to “As Low As Reasonably Practicable” below the WEL. If an HSE inspector visits and finds a visible layer of fine dust on your rafters or machinery, you can be served an improvement notice regardless of your air test results.
Hardwood vs Softwood: Is There a Difference?
Historically, hardwood dust was treated with more severity due to its direct links to nasal cancer. Today, the HSE treats both hardwood and softwood with equal stringency. Furthermore, modern composite boards like MDF and chipboard introduce toxic resins and formaldehyde into the dust stream, making the particulate matter even more hazardous when inhaled.
How to Prove Your Compliance
You cannot simply install an extraction fan and assume you are compliant. COSHH requires ongoing proof of safety:
- Install Dedicated LEV: You must use Local Exhaust Ventilation (LEV) to capture dust directly at the source (the machine hood) before it enters the operator’s breathing zone.
- Stop Dry Sweeping: Sweeping the floor with a broom throws fine, hazardous dust back into the air. You must use heavy-duty ATEX-rated industrial vacuums or dedicated floor sweep ports connected to your LEV.
- Mandatory Testing: By law, your LEV system must undergo a Thorough Examination and Test (TExT) by a competent engineer at least once every 14 months.
- Health Surveillance: If your staff are exposed to high-risk woods like Western Red Cedar, you must implement a baseline occupational health surveillance programme.
